Project Client Representative / QC Lead Position Summary:
The Project Client Representative (Project Client Rep) / QC Lead will assist the Project Manager and project team in all aspects of the offshore termination and testing scope of work (SOW). This role is critical in ensuring that the project is delivered safely, efficiently, with high quality, within budget, and in compliance with the employer’s policies, standards, regulations, and project plans. The Project Client Rep / QC Lead will oversee offshore termination and testing activities for the foundations and offshore substations, ensuring sub-contractors and service providers meet contract specifications.
Responsibilities and Key Accountabilities
General Responsibilities:
• During the offshore campaign act as the (primary) authority onsite, overseeing and directing all T&T-related activities, serving as the key point of contact for subcontractors and the employer.
• Prioritize safety in all planning, execution, and interactions with sub-contractors and service providers.
• Lead contractors' QC inspectors during offshore termination and testing (T&T) activities, ensuring adherence to safety standards, high-quality execution, and compliance with the project schedule.
• Supervise sub-contractors’ termination and testing (T&T) activities to ensure targets are met safely, with high quality, and on schedule.
• Implement and enforce the safety management system and client-specific requirements.
• Conduct Last Minute Risk Assessments (LMRA) and compliance with Safety and quality audits with subcontractors.
• Provide technical advice and troubleshooting during offshore T&T activities.
• Facilitate coordination between disciplines, project team members, sub-contractors, and the employer.
• Support project management by organizing and participating in daily, weekly, and monthly progress meetings with the employer and sub-contractors.
• Familiarize T&T scope of work and procedures, including HSE, quality, inspection test plans (ITPs), and system acceptance test (SAT) plans.
• Monitor the T&T project schedule to ensure timelines are maintained.
• Identify and communicate key risks and issues to project management.
• Actively manage direct sub-contractors and participate in performance reviews.
• Oversee sub-contractors’ compliance with management plans.
• Identify deviations from the scope of work and report to project management.
• Review and approve daily and weekly progress reports to ensure compliance with contractual obligations.
Project Management:
• Collaborate with the Project Management team to make informed decisions during offshore T&T phases.
• Address scheduling impacts on sub-contractor scope.
• Assist in defining comprehensive sub-contractor scope of work.
• Review as-built documentation and oversee handover preparations.
• Identify gaps in project documentation RAMS and ITP’s and address them proactively.
• Drive and manage offshore T&T scope with self-motivation and determination.
Sub-contractor Management and Relations:
• Maintain open communication with sub-contractors.
• Identify underperforming sub-contractors and issue timely project notifications.
• Review sub-contractor MOC for accuracy and compliance with scope of work.
• Monitor and flag deviations in sub-contractor T&T schedules.
• Address employer’s needs with urgency and adapt to their specific preferences and requirements.
• Participate in offshore project meetings
Project Safety and Schedule:
• Support the enforcement of site safety policies and procedures.
• Monitor and manage the project schedule to maintain or improve timelines.
• Keep track of weekly work activities to ensure alignment with project goals.
Team Collaboration:
• Show respect for the roles of all team members and foster cohesive teamwork.
• Participate in daily, weekly, and monthly sub-contractor meetings.
• Communicate and address quality issues effectively with project management, sub-contractors, and the employer.
Knowledge, Skills, Experience, and Attributes Required Skills and Experience:
• Proven experience in offshore wind termination and testing (T&T) scope of work and quality control.
• Proficiency in Microsoft Office applications
• Familiarity with offshore wind T&T codes and standards.
• Experience with safety management systems and the application of HSE principles.
• Strong project control and reporting skills.
• Engineering education
• Commitment to safety and quality excellence.
• Project management expertise with the ability to deliver complex offshore projects.
• Fluent in English, both written and verbal.

The following certifications are required or preferred for the role:
• VCA VOL
• GWO certifications (Climbing & Rescue at Height, Offshore First Aid, Manual Handling, Sea Survival, Fire Awareness)
• Offshore Medical (UK) including Chester Step Test
Product Familiarity
• Experience with the following products is advantageous:
• Subsea cables
• Pfisterer inline connectors
• TE T-connectors
• Siemens switchgear
• Knowledge of ISO 9001, ISO 14001 and ISO 45001
